for making shapes in Photoshop, you just have to select the shape tool. let me show you

if you will right click on it, a menu will open, and select rectangle tool from that. then come to your canvas and hold and drag the cursor to form a rectangle leave the cursor for getting the shape. just like this:

Fill And Stroke

fill is shape's color and stroke is boundary's color

Fill is the determiner of the color of the shape, whereas stroke represents the boundary of the shape. if you will change the fill into the red color and stroke into black it will form a shape like this:
